Only when there is not fully informed consent - such as children, who CANNOT give fully informed consent - is there any issue and it becomes Others' business.
The Ones who care can investigate, and mete Ethical consequences if it is found that the parent unEthically molested the child. Placing the child with One who cares, and locking up the parent.
We ALL are subject to the three Laws of Ethics. Sovereignty does not absolve Us of being under Natural Law.
